Corpus Health scales faster than their Shields which means even for things like Moas with base 60 Health and 150 Shield they'll end up about 50/50 at much higher levels. IMO if you can't decide on an element then heat is never wrong as you can then use Heat + Viral. If you don't care about heat and are going for a slash build then Toxin let's you make Viral with just one Elemental mod which can free up a mod slot.
